At present, our laws permit our intelligence services to perform *any* covert actions in other countries. This essentialliy means that there are no legal limits to the activities of our spies. Assassinations of heads of government, fomenting rebellion, all of these things are considered perfectly respectable under our current legal system. These powers are excessive and will give other countries legitimate grounds to despise and mistrust us. We propose that we should explicitly limit the actions of our intelligence community to actual intelligence gathering. |
