A proposal to empower local governments to enact regional legislation on various secondary issues which may not necessarily be practical or required for legislation on a national level. This would give local governments authority on issues such as public smoking, fireworks, pornography production, dueling, recycling programs, tree planting initiatives and would establish responsibility for local fire departments to the pervue of the individual feradas. |
