Government at all levels in the Independent Republic of Lodamun shall recognise the Co-operative Production Funding Agency.

The agency will act as facilitator for the transference of operations electing to become organised in line with the Rights for Co-operative Production Bill.

The agency shall be funded through levies, subscriptions and donations.

It will maintain an Executive Council of 21 elected persons, representing all interested parties.

The division of the Council seats shall be:

10 elected from co-operative production operations

2 selected as representatives of the Lodamun government

3 elected from the trades union movement

3 elected from managerial staff associations

2 elected as representatives of non-staff stakeholder organisations or individuals

The chair shall be held by the President of the Independent Republic of Lodamun - or a nominated representative chosen from among the elected members of the Lodamun parliament

For the first five years of the CPFA the Executive Council shall be replaced by the Interim Council. The 10 seats allocated to representaives from co-operative production centres shall be held by members of the parliament of Lodamun, in proportion to their representation in that parliament. Two of these seats each year will change from parliamentary occupation to co-operative production centre occupation.

The CPFA may:
1. Advise and assist in transitions to co-operative working.

2. Negotiate compensation for non-staff stakeholders.

3. Settle compensation agreements by paying agreed sums

4. Levy a charge no greater than 10% of additional over-costs revenues recorded by co-operative production centres subsequent to transition

5. Apply subscription fees no greater than 1% of turnover for the first five years of operation of a co-operative production centre.

6. Receive donations from any source.

7. Seek to borrow monies through the facilities, forms and processes available to private enterprises and for which it is accountable on the same terms

The CPFA may not:

1. Overturn, defer or delay the democratic process of opting for co-operative production.

2. Act in any way contrary to the spirit of the Rights of Co-operative Production Bill

3. Act in any way contrary to the spirit of the bill calling it into existence
