"There are a great number of cultures and ethnic groups throughout our nation. Our diversity and tolerance has always made the Pontesi people great. As of late, however, single groups have taken control and have impedied on man's right to choose. The M.A.R.C. offers a solution. We simply deregulate all policies which may impact cultural, ethnic or religious groups away from the central government. Thus, those that live within each individual subnational precinct (or exarch) may choose how they wish for their precinct to live, leaving overwhelming national regulation entirely impossible."
