Description[?]:

The current policies force an unfair level of burden on our middle class. We thus propose:

1) Energy cost up to a set amount for homes are paid for by the state. This amount shall be based of the number of people living in the home and use above this shall be determined by fair market prices. The money for this shall come from corporation taxes.

2) Tuition for citizens shall be paid for by the state for attendance at any university in Malivia. There shall be limited number of scholarships available for attending universities outside Malivia, determined by our Ministry of Ed to help expand our knowledge base in areas where our current facilities are lacking, with the requirement that the benifactor return to Malivia or repay the costs. This shall be funded from income taxes.

3) Land based lines shall be established for basic communication needs in every home. Commercial service is not included as a basic package, nor is caller id, however long distance is (within Malivia).

MessageScholarships, and again they're middle class, which generally means that they have some exact money. If the were lower class the current system would support them.

MessageAs universities increase their cost predominate among the private universities the tuition will force these middle class students into cheaper schools. A university cannot afford to pay for its students without support from another source, thus scholarships are not the complete answer. The wealthy can afford to pay their own way and the government helps the disadvantaged, yet again the middle class gets holding the bag. Make too much for government assistance but not enough to pay for several yrs at a top university. The result is the student has to go to a cheaper school or skip it completely.
The same can happen in the other two proposals but admittedly less likely.
