INFORMAL TITLE: Urban Party of Rutania vs. Commonwealth of Rutania FILED BY: Urban Party of Rutania DOCUMENTS: http://classic.particracy.net/viewbill.php?billid=337159 CLAIM: The Urban Party of Rutania in conjunction with the Rutanian Civil Liberties Association (RCLA) hereby present this claim to the Supreme Court of Rutania concerning the Constitutionality of the "National Parties Register". Our claim is supported by 3 important points: 1. Restriction of Parties: This bill allows the Legislature to restrict and/or ban political parties that are not ideologically in line with the government. The RCLA believes such a move would go aganst the fundemental ideals of Democracy and sets a dangerous precedent for the nation. 2. Powers of the President: This bill gives overreaching authority to the President to either restrtict or ban political parties. This would require a change in the Constitution concernig the powers of the President as the position is largely cerimonial. 3. Constitutional Majority: As stated during debate by President Davids, "We beleive [this] should be integrated into our nations constitution." If the bill was intended by President Davids to become apart of the Constitution, then it must abide by the guidelines set out in the Constitution, which require a new Amendment to pass the legislature with by a 2/3 vote. |

Message | Mr. Speaker, We have seen the conservative capitalists try and destroy the bright future the communists and socialists. Its is time they realised that the democratic system that elected them before the GCP, has in fact elected the GCP! It is now time for radical change for the country so that it can move forward and become the greatess nation of all time. We have had threats of civil war from the REP and now we are receiving the most ridiculous piece of legislation from the UPR! We ask all parties to use the democratic system to solve these issues, or further measures will be taken to gain control of the situation. |

Message | It appears the GCP are trying to introduce totalitarian communism to this country in broad daylight by manipulating the very democratic system they hope to crush. It will not be long before the voting population of Rutania recognize that the GCP is a dangerous party touting a failed, inherently flawed ideology that should have been dead, buried, and cremated decades ago. |

Message | Mr. Speaker, Even if there is to be a ruling for the UPR's claim by the Supreme Court, the GCP and DSF will most likely not comply with the court order. Message | Mr. Speaker, The REP fully endorses the complaint of the URP, we hope the Supreme Court is going to rule in favour of the plaintiff. It is interesting that neither of the ordinary bills of the GCP, though despicable, did not initiate a strong reaction similar to the National Parties Register. It is clear that the this issue is not just about Left and Right, government and opposition, but it is about what is right and wrong, democratic and antidemocratic. In this context the moral and political responsibility of the DSF is immense. The DSF gives that one-person majority of the GCP, and this one person makes the difference between democracy and dictatorship. The DSF should start thinking if this time they made the correct choice. We would encourage them to propose the withdrawing of the bill. Every democratic spirit would support it.
