MessageThe GCP speaks of 'excess cash' as if all money at the federal government's disposal must be spent on services regardless of any pressing need; if there is no such need, any 'excess' tax revenue should be restored to the tax-payers, or at the very least, kept as a healthy surplus. We have been offered no reason for increased spending on health and social services, and we do not believe there is any necessity for a federal department of health and social services to begin with--such areas, which are not of an essentially federal character, are better addressed by local governments--so we will oppose this budget proposal.
