Bill: Cabinet Proposal of November 3257

Details

Submitted by[?]: United Liberal Alliance

Status[?]: passed

Votes: This bill presents the formation of a cabinet. It requires more than half of the legislature to vote yes. Traditionally, parties in the proposal vote yes, others (the opposition) vote no. This bill will pass as soon as the required yes votes are in and all parties in the proposal have voted yes, or will be defeated if unsufficient votes are reached on the deadline.

Voting deadline: January 3259

Description[?]:

It is clear that in the recent parliamentary elections the people voted for a change of government as it is that the communist parties have won a majority between them. Therefore, in recognition of this fact, and to discharge my obligations as President under the constitution of the United Federal Republic, I hereby formally invite the Telamonian People's Party and the Communist Part of Telamon to form the new government, and I place the following cabinet proposal before the House for its consideration, and amendment or approval.

MessageI am in agreement of the current proposal. Though in all honesty, the current presidential system has been designed to make sure the people elect who they want to see forming the government. I would assume this includes government responsibilities, no?

MessageNot quite sure that I understand what you mean. On establishing the federal republic we separated the roles of head of state (president) and head of government (prime minister) and established a parliamentary democracy. The government is led by th prime minister and (obviously) needs the support of the majority of parliament.the president has the power to appoint the government, but does not head the government (it isn't a US style system). The IRL political model (though not cultural) that we always used to use in Telamon was that of France. I.e the government is appointed by the president, but must have majority support in parliament. The government is entirely responsible for domestic policy, with the president also having a role in foreign and defence policy. Hopefully that make sense - I'm probably not explaining things terribly well.

Therefore, yes the ULA won the presidency, and yes we remain the largest party in parliament, but we dont have a parliamentary majority any longer. Together the communist parties do. We therefore contend that they should form the government . The ULA is happy to continue as a minority government if that is what parliament wants, but given that it will be unable to pass any of it's legislation, this would seem pointless

Random fact: Players have a responsibility to differentiate between OOC (out-of-character) and IC (in-character) behaviour, and to make clear when they are communicating in OOC or IC terms. Since Particracy is a role-playing game, IC excesses are generally fine, but OOC attacks are not. However, players must not presume this convention permits them to harass a player with IC remarks that have a clear OOC context.
