Mr. Speaker,

A new political party has been established in Telamon which claims to represent a branch of Telamon's official police force. The stated objectives of this party seem generally laudable. Nevertheless, we must express our deepest reservations about the fact that a section of our national police force is being politicised in this way. In a healthy democracy, the security forces - police, army, special forces etc. - keep well out of politics and owe allegiance to democratically-elected, constitutionally-legitimate civilian governments. When the security forces get involved in politics, they will inevitably be tempted by the prospect of imposing a military coup.

It is not appropriate for serving senior police officers to be active in high-profile politics or to be seeking elected public office for themselves. As well as undermining the political stability which the RPP claims to want to protect, this violates Telamon's laws on political neutrality for civil servants.

We hope this statement will not be received as an unfriendly gesture by the RPP. I have no doubt that they and their members have a great deal to contribute to our country. One potential solution for getting around the conflict of interest at issue would be for the RPP to guarantee that serving police officers will not stand for election and will not occupy important posts within their party infrastructure. In this way, the Red Police and the Red Police Party would be at arms-length from each other, assuring the independence and integrity of each. The relationship between the Catholic Church and the Catholic Political Union is in some ways similar; we are close to the Catholic community and Catholic leaders here in Telamon, but at the same time we are independent of the Catholic Church and Catholic clergy do not stand as CPU candidates at elections or occupy our party leadership posts.

We are most happy to accomodate the Catholic Political Union, as those were our intentions to begin with.

We, the Red Police Party, swear to:

A - Never have an active-duty police or Special Forces or Armed Forces member in our party. Except for in cases where an elected official of the RPP is named Minister of Defense and hence an honorary member of the Armed Forces, or Minister of Justice and hence an honorary member of the Police.

B - Never to run for the office of President or Head of Government. Except if there is only the RPP in Telamon.

We also recommend that we create a Red Oversight Committee, which will hear regular updates from the Red-Arm Special Forces Unit and the Red Police over issues of national security and regular updates over criminal activity in Telamon.

With that:

C - No member of the Red Police Party may serve on the Red Oversight Committee.

We applaud the Catholic Political Union for stepping up for this important piece of legislation. We at the Red Police Party do not want to harm our great democratic nation, but simply provide our other political parties with a voice from the great number of police, armed forces, special forces and regular military-loving citizens within our nation.

Also:

D - The Red Police, the Red-Arm Special Forces Unit and the Red Police Party will never engage in any anti-government armed activities and will forever support the current government of Telamon militarily. We strongly oppose any undemocratic actions, and swear to never take part in a military coup.

We hope that this is satisfactory, and that the members agree to make the Red Oversight Committee to hold us accountable and to allow us to make statements about our national security.

We are still not entirely comfortable with the idea of a political party explicitly positioning itself as representing the interests and views of a branch of the security services. Nevertheless, we are pleased with the reassurances the Red Police Party have given to us, and wish them well in playing a positive role in Telamon's political future.
