| We, the joint houses de Karav, and Tackstov, declare Beluzia a feudal oligarchy. The new name, of the nation, will be "The Sovereign County of Beluzia" which will be headed by an elected monarch with the title of "Count" and the style of "His Excellency" preceding any addresses to him. The people will elect the Count through direct vote, and local officials through their respective constituencies. Each house will command its own military. A party may only have troops from a region which it dominates in the elections prior to the time of assessment.
