Opening Reasoning: ARTICLE 1: The Anti-Kazulian soldiers attained during the events of conflict (mainly with other nations, but should apply to domestic conflicts also, if there is such an event), v.i.a. capture of the soldiers(s) in question, or their voluntary surrender, do not always wish to return home, examples of such being Child-Soldiers, and Conscripts, and I wish that the government holds these Prisoners of War in the best human conditions, while the nations are in conflict, to prevent further human-fights abuses against our nation by the opposing. After the conflict ends, the soldiers will then be rehabilitated, as per. Government policy (sent back his/her home territory [even if it changes sides], or kept in Kazulian territory, on government approval and his/her choice.). ARTICLE 2.2 Addressing Civil Defense In a changing world with many factors, and the wrong step which could result in the deaths of innocent lives, I believe with our surplus of government funds, we can begin funding Civil Protection Shelters across our nation in the event of the worst becoming all too real. The highly remote probability of an atrocity like this one must be considered, and mitigated. From local governments getting funding to begin creating evacuation and shelter efforts, to encouraging Do-It-Yourself work at home, I believe we need to take the first step. I will now permit a debate until January 3289, or further, if additional debate time is needed. I now yield to debate. |

Message | We accept Article 1 of this proposal without any additions to this. However we find Article 2 unnecessary. Private companies themselves do not own biological, chemical or nuclear weapons in order to be able to export them to a foreign nation, it is the government which could do so. We see no reason to blockade the government from such exports to allied nations, unless there allied no sane government of the Principality would nor should do so. |
