| This bill will create the National Security Defense Condition system. The NSDC is designed to communicate from the government to various sectors of civil service and the government as well as the civilians of our great nation. ARTICLE 1: The Minister of Defense is responsible for control of the current NSDC level based on his observations. He informs the government cabinet of the current level (no matter which party they are with). If the Minister of Defense is unable to assume his responsibility, than the Marshall of his Majesty;s Council of Ministers( or his own replacement if he also is not able to assume those duties) assumes the responsibility. ARTICLE 2: Only the Marshall of his Majesty's Council of Ministers (or his replacement, if he is rendered unable to perform his duties for the time being), can authorize a release of information to other authorities, departments, government parties, and the general public. He will also, under the authority of the law, give the part[y(ies)] he is releasing the current NSDC level authorization (or restriction) to give (or to withhold) the NSDC level information to their fellow departments. ARTICLE 3: The list of NSDC levels goes as follows: NSDC Code Green (5)- GENERAL SITUATION: Peacetime, diplomatic/political strains are not in danger or snapping, and the military threat to this nation and special weapons threat to this nation (Chemical/Biological/Nuclear) are all currently uncalled for. GENERAL RESPONSE: Normal military stances, and normal security precautionary measures are taken. NSDC Code Blue (4)- GENERAL SITUATION: Peacetime, however diplomatic/political strains are high or very high, or there is a situation developing that requires precautionary measures. The threat of special weaponry exchanged on a large scale (Chemical/Biological/Nuclear) are insignificant. GENERAL RESPONSE: Slightly heightened military stances, military ready to mobilize, and tightened and increased security precautions. Some borders may be restricted, some government buildings may be put off limits to the general public as prescribed by the Minister of Defense. Air, sea, and rail travel restricted as per the government's advisory. NSDC Code Yellow (3)- GENERAL SITUATION: A terror attack or conventional warfare is taking place/is about to take place, and/or diplomatic/political strains are extremely high and the threat of an exchange of special weaponry (chemical/biological/nuclear) on a large scale is becoming significant. GENERAL RESPONSE: Military on full alert and ordered to stand by to mobilize/ or is mobilized, security precautions at maximum, Non-Essential borders are closed except as dictated by the government. Air, sea, and rail travel restricted and can be closed by the government at this level. The government and the cabinet as well as the various party members (as dictated via personal message to the various party leaders from the current Marshall of his Majesty's Council of Ministers), as well as his Majesty of Kazulia as well as the regent's family, may be evacuated to a secret and safe location given by our Secret Service. NSDC Code Orange (2) GENERAL SITUATION: Conventional warfare of large proportions is occurring and is threatening our nation's overall territories/colonies, or diplomatic/political strains are at breaking point and the threat of an exchange of special weaponry (chemical/biological/nuclear) on a large scale is very high. Some chemical/biological weapons exchanges may have already been exchanged. GENERAL RESPONSE: All internationally destinationed public and private sector travel taken offline except as for military purposes only. All domestic public and private sector travel under full control of the government. Security at maximum precaution level. All government cabinet figures, the regent and his family, and those variously invited as given in NSDC Code Yellow (3) taken to the Kazulian Secret Service designated safe zone until the situation is resolved officially and the NSDC level drops to a safe level. All civilians directed and given frequent evacuation instructions v.i.a. public announcements/media on Civil Protection Shelters. NSDC Code Red (1) GENERAL SITUATION: The nation and identity of Kazulia is in grave danger of being destroyed; Special Weapons (particularly nuclear) exchanges on a large scale are imminent/occurring. GENERAL RESPONSE: All public/private sector transportation taken offline except for military/evacuation purposes. Civilian shelters opened and civilian evacuation plans are put in effect as quickly and as efficiently as possible. Military may also take cover in shelters. This evacuation notice remains in effect until an ALL-CLEAR signal is given by more than 50% of the current/remaining amount of government figures in power, and the NSDC level drops to a safe level (3 or below in this case is recommended). In-Code Changing: Codes can be changed to any status at any moment by the Minister of Defense or if he is unable to for any reason, his successors in the role as dictated in Article 2. Ending Statement: This bill is designed to prepare for the worst if the worst were to ever come... we must look to the future, and preparing for the worst is the best way of going about the future.
