Upon the passage of this act:

1. Internment camps will be constructed on the island of Western Meria.
2. The civilian populations of the cities Keysea, Eden Hamlet's and those from the surrounding towns and villages are to be rounded up and interned.
3. These evacuated areas will be declared 'free-fire zones'; any civilians caught in these areas will be assumed to be terrorists and will be fired upon.
4. The city of Royal Hillsborough will be locked down; no one will be allowed in or out without showing proper identification.
5. For every one Likatonian soldier or civilian killed by terrorists, ten Keymonites will be executed.
6. For every one act of terrorist sabotage, ten Keymonites will be executed.
