Issue: Forest Management.

Current position: There is a national agency which exists side-by-side with commercial forestry companies.

Proposed position: Local governments may set up forestry agencies. Where they do not, forestry is on a commercial basis.

Rationale: We believe that local governments are best placed to manage local resources. If they are unable to then a commercial company may manage that area. A national agency should not be competing with commercial companies. That is inefficient in our view.
