Whereas, There can be much controversy, a controversy that always is difficult for us to decide which side of which we are on, over whether ID cards should be mandatory, there seems to be little reason to believe that they cannot be useful at times, We hereby propose that citizens may be issued ID cards on a purely voluntary basis. |
