Bill: Federalizing Environmental Regulation
Details
Submitted by[?]: Beluz Democratic Karavist Party
Status[?]: defeated
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: May 3301
Description[?]:
We should not abandon environmental regulation; we should leave such matters to local government. If the Adamsons don't want environmental regulation in Negunia or Parlos Decina, they don't have to ban it in Iliathar too. This is a compromise. Obviously, some laws and regulations don't work in some regions; we shouldn't allow 1 house's policy to dominate all of Beluzia when there are 7 different houses, each with their own support. Everyone should respect each other house's stances and policies. Every region should have autonomy, and the right to make its own regulations, regardless of the central government's regulations. This is the perfect model for a federal big government instead of a unitarist big government which will only upset the people who disagree with the decisions of the ruling minority. |

Message | I've mentioned before that environmental issues aren't simply confined to one area. It's not like other laws that don't allow their negative effects to affect their neighbors. If hunting goes on unabated, the wildlife population of Beluzia is affected - not the wildlife of an indivdual parish - unless of course we build fences to keep the game animals in each parish separate. >.> Similarly, forests makes our air cleaner - ALL of Beluzian air. Cutting down the forests in an adjacent region simply means that industrial pollution will not have its effect curtailed by the positive effects of plantlife on air quality. This dirty air will spread over into adjacent parishes - despite the best efforts of their own local authorities to take care of the environment and protect their forests. I keep repeating myself - environmental laws can't work in isolation. They can't vary between parishes because the effects of environmental decisions spill over and citizens in Iliathar will not like to see their environmental efforts wasted because of less conscious neighboring parishes. In short, the government needs to ensure that uniformity among all parishes exists on environmental matters. For this to happen, the decision cannot be left up to local governments. Other areas of law might be suitable for variation on a parish-by-parish basis however. |

Message | So what are you going to do about the rest of the world? By the way, the law says that killing animals is legal but regulated. What's the difference between leaving huning regulations to local government, and leaving them to the central government? Regulation is already mandatory, it's just that different areas will have different periods and limits. Maybe legislators in Iker Ado don't give a damn about what your government wants to do in Iliathar; why annoy us to accomplish something you want? Who says we want the same? Environmental protection is good, but when it's overdone, it's only a political tool for your party. Iker Ado will not have it's autonomy threatened. |

Message | After considering the Karav argument and the more far-reaching proposal by the Adamson House, the Williams family has decided to support this bill as the less extreme alternative. |
Date | 11:24:39, May 09, 2012 CET | From | Beluzian National Party | To | Debating the Federalizing Environmental Regulation |
Message | My House's proposal is more effective and wide-reaching. |
Date | 14:39:38, May 09, 2012 CET | From | Beluz Democratic Karavist Party | To | Debating the Federalizing Environmental Regulation |
Message | It is also quite extreme, and this would serve as a compromise. |
Date | 15:33:07, May 09, 2012 CET | From | Beluzian National Party | To | Debating the Federalizing Environmental Regulation |
Message | Your watered down version hasn't struck a compromise. The majority of the Lords oppose this. |
Date | 15:50:04, May 09, 2012 CET | From | Beluz Democratic Karavist Party | To | Debating the Federalizing Environmental Regulation |
Message | Then it will be their problem when the other bill passes. I have no problem with the other bill, proposed by Lord Adamson; this was to cut the level of extreme by allowing local governments to make their own law. |

Random fact: In Culturally Protected nations, special care must be taken to ensure realism is maintained when role-playing a government controlled by an ethnic and/or religious minority. If it is to be supposed that this government is supported by a majority of the population, then this should be plausibly and sufficiently role-played. The burden of proof is on the player or players role-playing such a regime to demonstrate that it is being done realistically |
