Government employees, a.k.a. civil servants are implementors of policy, as well as an important element for the credibility and balance of government policies. Elected officials are the decision makers. As such, the current provision that government employees are appointed on political lines endangers the very tenet of modern democratic governance: accountability. By requiring that government employees promise political independence, this bill seeks to prevent policies being implemented and evaluated in an partial manner. |
