Description[?]:

Decentralization doesn't necessarily mean "small government" as a rookie would assume.
Giving local governments obligations still count as being "big government" but "federalist" instead of "unitarist" which means the local governments have more responsibilities, hence "big government" status.

Federalism does, however, allow local governments to range in size. Bailon, for example, would have a big local government, where child benefit is provided to all families instead of just the "low-income" or "poor" families as considered by the snobby bastards we have running our welfare system.

I really do think the Williams family will appreciate article 3.
