MessageSet war policies when you have soldiers; you don't have soldiers.

If a state of emergency is declared, leave it up to individual regions to set curfews. You have no seats (or even speaking rights) on the mainland. Do you think I'm sending troops if Bailon is attacked "in the event of a war" that you fear? The Stantons have their own troops.
