Message"Given that the Great National Legislative Khural recently passed the so-called "National Postal and Infurstructure Funding Act" (and it pains me to repeat that name which always put me in mind of little furry creatures, but als, that's its offical name), I feel obliged to introduce an budget which acounts for the 3% increase in infrastructure funding which that acts requires. I have in fact increased the Infrastructure and Transort budget by slightly more than required to safeguard against possible unexpected costs."
