Description[?]:

Whereas of late certain Alterations have been undertaken to the running of this nation, not at all in keeping with her best interests or good governance, we, the Luthori Chrestian Tory Party, as members of His Majesty's Government, do undertake to reform the function Luthori governance to the greater benefit of all.

To this end, the following articles have been added to this Bill, for the consideration of this legislature. To whit:

I. That regional and naitonal jurisdiction be divided. For as firmly as we hold the principle of the unitary state, we are likewise mindful of the principle of subsidiarity, and the good running of the courts. To these ends we propose to free the national courts of an unnecessary burden and empower regional courts with those powers which will enable them most fully to fulfil their function.

II. That the government may purchase compulsorily the property of private individuals where touching vital government interests. This Article of Law shall, by its nature, apply to all private citizens and therefore will be inapplicable in cases touching on the Crown Estates. Mindful of the need for much improvement in our infrastructure, this government proposes to allow the government such purchase as may be necessary for the improvement of citizens. The reimbursement of those from whom property is purchased by compulsion of law is already established in law at this time.

III. That the position of Lord President of the Government, holding as it does powers otherwise more evenly distributed within the legislature, be abolished, and the government headed by the Imperial Seal-Bearer, who has since time immemorial been rightly regarded as the leader of a Luthori government.

IV. That the Parliament of Lords and Commons, being an unknown body to Luthori law, be abolished. However, given the evident need for wider representation than the Imperial Estates-General had evidently provided, it is proposed that the Imperial Diet, having lapsed into temporary abeyance, be resurrected for the purposes of acting as the legislative body of the Holy Luthori Empire.

V. That the appointment of mayors be handled by His Imperial Majesty. It has for some time concerned this party that it has been written into our constitution that the mayors of our cities and towns have been elected from party lists, and thus have been subject to the same patronge, influence, and corruption which can sadly afflict legislatures. In order to reduce this risk, and to depoliticise the role of local government, it is therefore proposed to return these positions to the patronage of the Emperor, who is the fount of honour, and in whom is seated <i>plenitudinem potestas</i>.

VI. That all police departments be integrated into a national force. In order to prevent the lamentable jurisdictional issues which so often afflict Luthori crime-fighting efforts, to reduce bureaucracy, and to allow for a more even budget and equipment, it is proposed that local police forces be amalgamated into the national police force, retaining their local role and jurisdiction, but subect to national oversight.

VII. That the regions of Luthori return to their original state as Duchies, with all the rights and privileges granted to Duchies by our law.

MessageMr. Speaker,

Article 2 is an absolute no for the ILA. Government must never be allowed to strip the private citizen of what is rightfully his. Also article 5 we feel is unnecessary. Luthorians are more than capable of choosing their own mayors.

The rest of the bill however would have the ILA's full support.
