Noting that crime is out of control in the states of Khodor, Kragusrov, and Bozarland, the conservative party proposes that the following be enacted into law: |

Article 1

Old value:: There are no restrictions on the right of citizens to assemble in groups.
Current: There are no restrictions on the right of citizens to assemble in groups.
Proposed: The police may disperse a group if they believe it poses a potential risk to public safety.
Article 2
Proposal[?] to change Curfew policy (curfew time to be determined in the bill description).
Old value:: No curfew policies may be established.
Current: The national government may impose curfews, but only if a state of emergency has been declared.
Proposed: Local governments may set curfews, but national government does not.

Old value:: The operation and funding of the police is left to local governments.
Current: There is a national police department, funded by the government.

Message | We're not bashing, we're telling the truth. Look at the flavor text for the crime levels in those areas. Kragusrov&Khodor: People aren't shocked anymore when a violent crime happens. Almost every citizen has been the victim of at least one assault in his lifetime. People do want this to change though. If something isn't done soon, people might resort to armed assault to defend themselves. Martial law could become widespread if the crime rate doesn't decrease soon... Bozarburg: Criminality is soaring. Multinational corporations are considering moving to other regions because of it. Shopkeepers are afraid to open their shops and even the police is afraid to enter almost every neighbourhood because they might get assaulted. |

Message | Those reports are biased. Local police is doing everything to combat crime. Nationalising the police is insulting to our men in blue. Giving them military-grade equipment is just nonsense. Curfews and dispersing groups in protests, however, is a dangerous breakdown of Rutanian human rights! |
