Federal Council of Nobles, COMMENDING the freedom granted by the authority for its people to gamble on their own discretion. NOTING the lack of regulation on gambling. CONCERNED that the lack of regulation might lead to abuse of said freedom. BELIEVING regulation and supervision on gambling increase the quality of the concerned services and help prevent potentially hazardous events from happening to service providers and purchasers. BELIEVING local governments should have the rights to regulate gambling based on local traditions and cultures. Hereby, GRANTS the rights to regulate gambling to local governments. ENCOURAGES the national government of Beluzia to establish guidelines for recognition and regulations on said recreational services for local governments as references. |

Message | On a purely philosophical ground, no one is truly free, for they are limited by the physical environment, and the nature of their own body. The same can be applied to a more sociological ground, although in which one is also bound by others, especially the very freedom of their own. If left unchecked, then the freedom of one individual might grow to harm the freedom of others, and on such circumstances, we assume this is not "truly free", as the Astredies Clan said. Because of the inevitable conflict between individual freedom, we believe it is the rights for the authority to step in and regulate the freedom of all, to ensure that people enjoy their fair share of freedom, without sacrificing too much freedom and security, as well as long-term stability of the society. |
