Preamble:
Recognizing the authority of the government executive stems from its ability to pass legislation in the Sénat, which in turn recieves its mandate from the people of Rildanor, this set of declarations and protocols affirming the principles and clearly establishing the workings of a Parliamentary Democracy are hereby adopted.

Section 1 - the Sénat
Article 1
1. There shall be a unicameral legislative body of Rildanor, called the Sénat.
2. It shall be composed of democratically elected members through a regional party list system as establish by the Sénat.
3. Elections shall be held in a regular manner. The maximum term of the Sénat shall be establish by the Sénat, and not exceed 6 years.
4. The Sénat shall establish the number of its members.
Article 2
1. The composition of the Sénat shall be known by the number of the general election which established its composition.
2. The number of the general election shall be measured from the first general election after the founding of Canrile, the election of July 3260.
2-a (special provision). Thus the election of July 3326 shall establish the 21st Sénat.
Article 3
1. There shall be a speaker of the Sénat, titled the "Président du Sénat", who shall control the flow of debate and order of the Sénat.
2. The Président du Sénat shall be a member of the Sénat, and elected by secret ballot from among his/her peers.
3. After each general election, a party shall create a bill titled "@# Sénat", where @# is the ordinal number of the Sénat. The bill description shall contain "Elections for the office of Président du Sénat / Candidates:". A period of time (4-6 months, or until all parties with seats have replied) shall then be allowed for nomination. The incumbent officer shall be assumed to be nominated unless he/she indicate otherwise. Any member of the Sénat may stand for election. A time (4-6 months, or until all the parties with seats have replied) shall be given for voting. Parties shall vote through declaration in the comments of the bill, and are free to divide their votes however they choose, with one member of the Sénat equaling one vote. The candidate with the most votes shall be considered the winner and appointed the Président du Sénat. The bill should then be moved to a vote, with all parties voting yes to consent to the procedure.
4. In the case of only one nominated candidate, the candidate shall be declared the winner by acclamation and the bill brought to a vote.
Article 4
1. The Premier Ministre shall be the Leader of the Government and chair the cabinet. The Premier Ministre shall serve at the confidence of the Sénat as outlined in Section 2.
2. The government shall appoint a member of the government side of the Sénat to serve as the Government Sénat Leader.
3. The Leader of the Official opposition shall be the leader of the largest party in the Sénat outside of government.
4. The official opposition shall appoint a member of their party in the Sénat to serve as the Opposition Sénat Leader.

Section 2 - the Executive
Article 1
1. The cabinet of Rildanor shall serve so long as it maintains the confidence of the members of the Sénat.
2. The confidence of the Sénat shall be determined to be support by greater than 1/2 of all members of the Sénat on Government Votes (Section 2, Article 3, Clause 3), confidence (Section 2, Article 3, Clause 2) and non-confidence motions (Section 2, Article 3, Clause 4). The process by which governments shall be formed is established in Section 2, Article 4.
3. In the case that the government loses the confidence of the Sénat, Section 2, Article 2 shall take effect and be followed.
Article 2
1. Provided there was no constructive motion or efforts to form a new government, the government shall resign and new elections for the Sénat be called. Following the elections, a new government fomation process shall take place as according to Section 2, Article 4.
2. If there exists a constructive motion that recieves the confidence of the Sénat, the rest of Sénat`s term shall be completed with this government.
Article 3
1. Each party part of the government should support the government on motions of confidence. If a party that is part of government fails to support the government on the motion, the party should resign from government, and the whole government should then resign, following the steps provided in Section 2 Article 2.
2. Motions of Confidence shall be considered cabinet proposals, all taxation bills, all spending bills, and resolutions in support of the confidence of the government.
3. Government Votes shall be cabinet orders issued to all parties of the government to vote yes to a measure. Each party in cabinet shall recieve the right to request 2 Government Votes each Sénat. Government votes can only be requested on proposals underwhich the requesting party controls the ministry, and on legislation with fewer than 2 proposals. Should the government fail to fully vote in favour and fail to pass the legislation, it shall be treated as a loss of confidence and require the resignation of government.
4. Parties in the Sénat can put forward motions that declare the loss of confidence in the government, either in the forms of resolutions or early elections, these shall be considered non-confidence motions and matters of government confidence.
Article 4
1. Following a general election, if a party has elected a majority of the members of the Sénat, this party can choose to form government.
2. If no party has a majority share of the Sénat, the largest party shall be given the first chance to negotiate a government. This party is free to pursue any coalition it finds desirable, or an agreement which results in a government with the confidence of the Sénat, within a reasonable amount of time after the election.
3. If the largest party fails to negotiate a new goverment, the second largest party shall be given an opportunity to negotiate a new government.
4. If the second largest party fails to negotiate a government with the confidence of the Sénat, it shall be open for all parties with seats in the Sénat to attempt to negotiate a new government agreement.
5. If no new government can be formed with the confidence of the Sénat, new elections shall be called, and the process outlined in this article restarted.
6. If after new elections a new government can still not be negotiated, the largest or second largest party of the Sénat shall bring forward an appeal for an extraordinary support to form a minority government.
