Preamble:
An act to establish a standard academic qualification for secondary students to pursue university study.

Article 1: Establishment and composition of the Baccalauréat
1.1) The Baccalauréat shall be a program offered through secondary schools as a means of establishing more standard program structure and delivery, assessment, and means of qualification and successful graduation of secondary schooling. The Baccalauréat shall constitute the primary qualification of Rildanor to be considered and enter undergraduate education in a university or other higher education institution in Rildanor.
1.2) The Baccalauréat shall consist of a "Baccalauréat général", which is a full exam to qualify the taker's general logic, reasoning, knowledge and skills, consisting of four sections: French reading, French writing, mathematics and general science. The "Baccalauréat général" shall be included in the transcripts of the Baccalauréat. Each section of the "Baccalauréat général" shall recieve a grade on a scale of 100, with the overall "Baccalauréat général" being a total of 400. The second component of the Baccalauréat are the "Sujets du Baccalauréat", in which each subject for which an individual wishes to recieve secondary accredidation and qualification must take a subject test, score out of 20. Finally, the third component are the "Cours du Baccalauréat", which comprise of a percentage mark of the course work and course exams, as evaluated by the teacher.
1.3) Despite the two components of the Baccalauréat général and Sujets du Baccalauréat oriented on standardized testing, the Baccalauréat allows for the third component, Cours du Baccalauréat, to bring in the practical, applicable and creative abilities of the taker into account, establishing a qualification more dynamic than a simple standardized examination.

Article 2: Courses and Subject Examinations offered through the Baccalauréat
2.1) The exams of the Sujets du Baccalauréat correspond to the available classes of the Cours du Baccalauréat, and are integrated in curriculum.
2.2) The Subject exams are scaled, on a mark scale of 20. A score of 10 constitutes a pass.
2.3) The list of courses are:

Mathematics (Pre-Calculus)
Mathematics II (Calculus)

Chemistry

2.4) Course curriculum and subject exams shall be designed and set by the Conseil du Baccalauréat, a board consisting of university representatives, school boards, canton representatives and a delegate from the provincial Ministry of Education and Culture. The Conseil du Baccalauréat shall, through consultation with post-secondary institutions, school boards, teachers, students and field testing establish a curriculum for the subject courses that are nationally standard but allow local flexibility. Exams shall be created to reflect this standard curriculum, offer a challenging but fair form of assessment and qualification.

Article 3: Baccalauréat général
3.1) the Baccalauréat général shall be designed and set by the Conseil du Baccalauréat. The Conseil du Baccalauréat shall, through consultation with post-secondary institutions, school boards, teachers, students and field testing establish the contents and type of questions on the exam. The exam should partially reflect the overall curriculum established for the Baccalauréat courses and subjects, and test the taker's critical thinking, reasoning skills, and overall knowledge.
3.2) In the Baccalauréat général, there is no designate pass, but rather and quantitative indication for eligibability to post-secondary institutions and programs. The mark awarded in the Baccalauréat général does not necissarily affect the accreditation and qualification of the Baccalauréat, but must be taken in order for the Baccalauréat to be awarded.

Article 4: Accreditation and Qualification
4.1) After completion of the Baccalauréat général, successful passing of a minimum of four Sujets du Baccalauréat exams, and passing of a minimum of four Cours du Baccalauréat (in which the candidate had written and passed the courses' Subject exam), candidates are awarded the Baccalauréat diploma qualification.
4.2) For every subject exam passed (Sujet du Baccalauréat), candidates also recieve accredidation in that subject provided they recieve a mark greater than 50% in a subject mark in which the course mark (Cours du Baccalauréat) is weighted 70% and the subject exam mark (Sujet du Baccalaréat) is weighted 30%.
4.3) The Baccalauréat gives qualification to the candidate to attend academic post-secondary programs in higher education institutions such as universities in Rildanor. The individual subject Baccalaréat accreditation give qualification to the candidate to enroll in programs relevent and related to subjects accredited in.
4.4) The qualifications achieved, in the Baccalauréat général, Sujet du Baccalauréat, and Cours du Baccalauréat provide a consistant, reliable and nation wide standard in which applicants and prospective students can show their strengths, program eligibility and be academically compared. Thus, the marks of the Baccalauréat qualifications aid in higher education institutions application and selection process. Each institution can develop their own selection policies, but the Baccalauréat presents a rounded qualification in which aid institutions selecting candidates based on eligibility and merit.

Article 5: Provincial Standards and Localization
5.1) Course curriculum and subject exams shall be designed by the Conseil du Baccalauréat for the province of Rildanor, based on input from Post-secondary institutions, secondary schools and school boards, teachers, students, cantons, and the provincial Ministry of Education and Culture.
5.2) While course curriculum standards may be established for all Rildanor, there exists the need for flexibility in the Baccalauréat to allow localization to suit the needs of cantons, communities, and schools. Local schools and boards have the freedom to establish and develop their own course material (although a national, curriculum based one will be developed); explore their own case studies; establish their own course work, projects, etc; have their own way of program delivery, teach style, class room or self-directed environment; and develop localized curriculum modules, trips and inquiry projects.
5.3) The Baccalauréat is not designed to function on only a central secondary education system or a devolved secondary system; but rather both. The Baccalauréat presents an academic program aimed at combining both, and providing balance between standardized examination and teacher assessed creativity and applied knowledge.

Article 6: Conseil du Baccalauréat
6.1) The Conseil du Baccalauréat shall consist of university representatives, school boards, canton representatives and a delegate from the provincial Ministry of Education and Culture.
6.2) The Conseil du Baccalauréat shall, through consultation with post-secondary institutions, school boards, teachers, students and field testing shall determine which courses to offer in the Baccalauréat and establish a curriculum for the subject courses that are nationally standard but allow local flexibility.
6.3) The Conseil du Baccalauréat shall be responsible for the creation of the yearly Baccalauréat général exam, and the individual Sujets du Baccalauréat exams, the publishing of these exams, and of their marking.
6.4) The Conseil du Baccalauréat shall be granted the sole authority to award Baccalauréat qualifications in Rildanor. The Conseil du Baccalauréat shall do so through the partnership of affiliate schools and boards.

Article 7: Purpose
7.1) Establish an academic standard for admission to post-secondary institutions across Rildanor, as many students choose to study elsewhere in the province after completing secondary education.
7.2) Establish a recognized secondary education qualification across Rildanor.
7.3) Establish, develop, and maintain high, competitive academic standards.
7.4) Esablish a uniform, equivalent qualification for application to post-secondary institutions.
7.5) Balance creative and practical application of knowledge with high academic excellence that aims to meet established standards.
