WHEREAS

(1) Current government policies hurt and endanger the people of Likatonia

(2) Drugs, tobacco and smoking provide dangerous funding for illegal organizations who make profits of their sale

(3) These drugs are linked to the rise of the Solokoff regime who almost destroyed Likatonia and its neighbours

(4) Pharmeucitical drugs lead to addictions and further drug related incidents

(5) Drugs in our society account for over 20% of criminal activity and accidents due to impairment

THEREFORE

ARTICLE 1: Short Title

(1) This Act may be referred to as DEA, 3340

ARTICLE 2: Forbidden Materials and Items

(1) All materials made in the various drugs being banned are hereby forbidden from Likatonia. It is a criminal offence to carry the drugs or materials needed.

(2) All equipment used to make or hold drugs are hereby forbidden without strict oversight and regulation for health purposes. It is a criminal offense to be in position of any of this equipment.

(3) All drugs themselves, or other forbidden items such as smoking items (cigars, cigarrettes, etc) are hereby banned from Likatonia. It is a major criminal offense to be in position of these items.

ARTICLE 3: Suspicion of Drugs

(1) It is a criminal act to take any drug or other forbidden material without being in stay at a hospital run by the Ministry of Health.

(2) Officers have the right to arrest any individual who is acting in way that demonstrates or provides assumption that he/she had taken drugs or another forbidden material

ARTICLE 4: Advertisement & Selling

(1) It is a major criminal act to advertise drug use or anything regarding drugs to the public of Likatonia. There is a sole exemption to the Ministry of Health to advertise against drug use or possesion.

(2) It is illegal and a criminal act to sell any drug to any individual, whether the buyer is a Likatonian national or a foreign national.

(3) It is highly illegal for any foreign national or government to advertise or provide drugs or sell drugs to a Likatonian national or foreign national on Likatonian soil or waters or airspace.

ARTICLE 5: Possesion and Transportation

(1) It is a highly illegal and criminal act to be in possession of drugs within the borders of Likatonia or within 200 meters of Likatonian waters.

(2) Likatonian Armed Forces reserve the right to board any vessel that there is a possibility is harbouring drugs or other forbidden materials. Should any be found, charges will be laid from Likatonian laws

(3) It is highly illegal and a criminal act to transport any drugs or forbidden materials in, near or around Likatonia. Purputrators will be brought to justice by Likatonian laws.

ARTICLE 6: Enforcement

(1) The Likatonian Armed Forces (LAF) hereby announce that a task force of 100 000 soldiers are to immediately deployed to this task. The task force will have all vessels and aircraft of the LNF and LAAF respectively for their use. LIA operatives are also to join this Drug Task Force (DTF).

(2) The DTF has permission to trace drugs out of Likatonia to other countries. The threat of drugs to our nationals is a direct and sustainaible threat to the security of this nation, and the DTF has the right to violate sovereignty to eliminate that threat.

(3) Utmost importance is to aide the issue with diplomacy and tact.

We open this bill to debate. The LUP are strong supporters of these acts, and it is unlikely that any Article will be removed. However Article 2 & 4 are the most untouchable of the ones above. Articles 1 & 3 the LUP is willing to comprimise.

It is with a strong sense of regret that we must rise to protest this intrusion of the State into the private affairs of adult, law-abiding nationals of the nation. It is only recently that we removed the Slavic Tyranny which labored under the misconception that our citizenry were incapable of making basic decisions for themselves; yet already we see this same nannyism arising again.

There is a certain trait in much of humanty that wishes to prohibit actions not harmfull to anyone but the individual, on the basis that 'We know what is best for you'. As children, that was an acceptable reason. The citizenry of Likatonia, however are ADULTS! If we, and they, wish to indulge in recreational practices which offend others, let us do so in our own homes and businesses without mommy dearest poking her nose into our private lives.

We must also note a certain possible interesting note in these prohibitions. It is always said that we must protect othaer from thier actions when these laws are passed. I, for one, would be more impressed if legislators who propose them had the honesty to admit that what they are often saying is 'I cannot stop doing these things on my own, please make them illegal so I may stop'.

We once again open debate on this bill. We are interested in hearing the thoughts and opinions of all our political colleagues. It is of the opinion of the LVP that this law is needed in our society to combat the criminals who extort, influence and manipulate the people of the Likatonia.

MessageMr. Speaker.

We once again rise to speak against this intrusion of the State into the private lives of honest, adult citizens. Taking the LVP's points in order:

1) A statement of opinion, we strongly disagree but with no specifics there can be no right or wrong answer.

2) Funding is provided for illegal organizations only to the extent that the products are illegal; illegal organizations cannot by their nature compete on an open marketplace if the products or services are fully legal. This law will actually drive more money into the hands of those running illegal operations, not restrict their income.

3) We would be fascinated to see the derivation of this statement; the Solokoff regime had strong anti-drug laws and it is only since the takeover by the RLP that the current free trade laws were enacted. This is a classic evil association arguement and totally irrelevant to the discussion.

4) This is the only valid statement made, in our opinion, none the less we believe that as long as adults have the information available to make these decisions it is their choice, not the State's.

5) Given that the only legal restriction on drugs is that adults only may ourchase them, we must wonder where the figure of 20% of criminal activity comes from.

Based on this refutatation of all the recitals in the bill, we therefore see no need to pass it at all.

Does the AM RLP have any concrete amendments that they would wish to make? We will be putting this bill to a vote shortly, but in the interest of compromise we are willing to negotiate certain portions of the Act that the AM RLP might wish to change.

MessageMr. Speaker,

We welcome the opportunity to express our minimum standards of personal liberty, as our philosophy of governance is obviously quite different from that of the LVP. Therefore:

Article 1 - we could reluctantly support changing the policy to allow only cannabis as legal

Article 2 - Again with reluctance, we could go as far as "Smoking is only allowed in private homes and clubs."

Article 3 - Either "There are certain restrictions on the sale of tobacco and only adults may purchase tobacco." or "The sale of tobacco products is regulated by local governments" would be an acceptable wording.

Article 4 - We can accept it as is, noting that we regret that the poor may find it difficult to afford necessary medications such as insulin or anti-hypertensives.

We would like to hear some response to our opinions from the LVP or any other interested parties, however.

MessageMr. Speaker,

In the name of political comprimise, we will seriously take the considerations of the AM RLP into the construction of the DEA, 3340. We cannot and will not budge on Article 1, we strongly believe that recreational drug use, for no purpose but that of criminal or unhealthy intent, is a destructive mechanism in our society.

However, we will change Article 2 to the agreed upon position of "Smoking is allowed in private homes and clubs." Article 3 will likewise be changed. We thank the AM RLP for their input to this process and are happy to see a constructive and politically neutral Act pass the Dorum.
