((OOC: I think we should set up a few RP rules/standing orders on things. If anyone has any suggestions, please make them below. This thread will be a permanent "debate" post so we can adapt/improve the list over time.))

Standing Order no. 1:
Budgets may only be proposed by the Minister of Finance, commonly called the Chancellor of the Exchequer. Proposals for a budget by any other member of the Diet, be they a cabinet minister or an ordinary member, are to be voted against by all parties, regardless of their merit.

Standing Order no. 2:
§1. Treaties may only be proposed by the Foreign Minister, the Imperial Seal-Bearer, or the Emperor himself. Proposals for the signing of a treaty by any other member of the Diet, be they a cabinet minister or an ordinary member, are to be voted against by all parties, regardless of their merit.

§2. Diet members who wish to propose a particular treaty should forward the treaty to either the Imperial Seal-Bearer or the Foreign Secretary, for consideration.

Standing Order no. 3:
Bills consisting of the work of recognised subcommittees of the Diet, such as the Imperial Un-Luthorian Activities Committee, are always to pass and may not be opposed.

Standing Order no. 4:
§1. Recognised subcommittees of the Diet may not pass statutory instruments, or legislation.

§2. Recognised subcommittees may only alter their own statutes and issue recommendations to political parties, the Diet and the Government, or as dictated by their statutes.

§3. Bills consisting of hte work of recognised subcommittees of the Diet may only function in these manners, unles consisting of the minutes of meetings of the subcommittee, submitted for approval to the Diet.

§4. Minutes of recognised subcommittees submitted for approval to the Diet must always pass, as per Standing Order 2.

Standing Order 5:
Legislation or statutory instruments proposed by use the resserve powers of His Most Excellent and Imperial Majesty the Emperor, such as grants of arms, honours, titles, dignities, etc., are always to be passed by the Diet.

Standing Order 6:
Standing Orders of the Diet have legislative force and are binding on all members of the Diet.

Standing Order 7:
Standing Orders of the Diet may only be revised, amended, or abolished by a vote of the Standing Orders Committee.

((OOC: That is: Standing Orders *MUST* be discussed here before implementation. After a certain period (probably about 10 in-game years) from the posting of this thread, any new Standing Orders must be individually submitted to a vote by the Diet, and will be considered a constitutional amendment, requiring a 2/3s majority to pass.))
