Within the past few weeks, Kafuristan has been struck by two deadly terrorist attacks. These attacks have been largely targeted at Hosian communities, which are centered in some of our largest cities. The perpetrators of the attacks are likely to be Abadi religious fanatics and the possible connections to major organizations are being investigated.

The Abi'nadi Governorate has declared a full state of emergency for their region. The Ba'athist government in Jerze'har has not reacted to the attacks in Zerin.

We propose the authorization of a limited national state of emergency, allowing increased presence of police in all major cities. While Abi'nadi has acted, the Ba'athist controlled regions are not and the national government must step in to protect the safety of those governorates.

It is advised for all citizens to be alert of suspicious activity and to report any such activity to the authorities immediately. And in the meantime they should avoid the suspicious individual(s). Citizens should avoid large public gatherings, and non-Abadi should be extra cautious in public.
