All Peoples should have there ID on them at all times. While the Police should not be empowered to search for ID, at any time a Person is stopped by the Police for any other reason and does not have a valid ID, that person shall be subject to a fine that shall not exced §5 per consecuative offence.

MessageWe fail to see the need for this ammendment to the current legislature. At present, should the Police feel the need to see a persons ID they are required to report to a Police station with said ID. Though you have put into the ammended bill that the Police should not be empowered to search for ID, you have then said that the person would be fined if they weren't carrying it. On this basis the Police would automatically begin systematic ID checks on the population. There is also no guarentee that said money would not be pocketed by officers, with no recourse for self protection by the individual.
