[PREAMBLE]
Executive Orders may be given out by the President of Rutania in accordance with Article 2, Section 4 of the "Executive Powers Act". Given the broad definition of power in regards to this, we ask that the Parliament seek to establish guidelines for its usage.

[PROVISIONS]
Article. I - Executive Order
I. The President is allowed to issue a reasonably prudent amount Executive Orders during his/her term in office.

Article. II - Usage
I. Executive Orders can be used to:
-Appoint people to vacant positions within the cabinet
-Create independent agencies within the government
-Create a certain program or commission
-Establish a set of policies/regulations
II. Executive Orders cannot be used to:
-Declare of war on another nation
-Enact any fiscal and/or monetary policy
-Pardon any living and/or deceased individual

Article. III - Legality
I. Executive Orders shall be treated as binding laws for their period of enactment
II. Executive Orders shall have a limited time of enforcement up to 5 years and any executive order must identify the amount of time the order shall be in effect
-Executive Orders which create commissions shall be in effect for up to 5 years
-Executive Orders which appoint people to vacant cabinet positions shall be in effect until either:
---The President's term is over
---A new Cabinet is approved by the Parliament
-Executive Orders which create agencies within the government shall be in effect for up to 5 years:
---After 5 years or when the period of enactment ends, a vote is required in the Parliament in order to make the agency permanent.
-Executive Orders which create programs or establish policies/regulations shall be in effect for up to 5 years:
---After 5 years or when the period of enactment ends, a vote is required in the Parliament in order to make the changes permanent.
III. Executive Orders may be overridden by a 2/3 vote in the Parliament
IV. Any order that violates either Article 2, Section 2 of this law or the Constitution may be subject to nullification via a ruling by the Supreme Court

[APPENDIX]
I. The present bill shall be adopted with a 2/3 majority by the Parliament of the Commonwealth of Rutania
1. Repealing this law will require a 2/3 majority
2. Repealing/amending any provision(s) will require a 2/3

II. This law will come into effect approximately 1 month after its passage

The Prosperity & Property Party wishes to point out the fact that this bill is in direct contradiction to our nation's traditions and its Constitution. According to Article 4 Sec. 2 of the Constitution, executive decisions of this nature are subject to the vote of the Parliament. We do not live in an autocratic nation, nor should we. The Prosperity & Property Party will oppose this measure.

MessageMr. Speaker,

This bill is within the bounds of the Constitution as it gives power to the President but also allows said power to be checked by both the Legislature and the Supreme Court. The Parliament shall have the opportunity to vote down any Executive Order passed by the President provided it's done with a 2/3 vote.

This bill simply seeks to clarify certain powers of the President as stated by the Executive Powers Act which gives the President limited powers but still allows most of the power to remain with the Prime Minister.
