Being an unusual state with a disparate power structure and unwritten rules it is quite hard to characterise Trigunia's current government as anything, beyond feudalism. This document will attempt to account for the power structure and explain to the lay student how exactly Trigunia's system of government works.

At the bottom of the pile lies the average member of society. These people (or mugs as those at the top call them) are the backbone of the new Trigunian state. They labour and work whilst those above extort, intimidate and bribe as much of their produce as they can obtain.

Next comes the Soldiers. A soldier is a normal member of the best men or popular men (the clans that govern the Trigunian system) Soldiers are the main workers of the clan, usually committing crimes like assault, murder, extortion, intimidation, etc. In return, they are given profitable rackets to run by their superiors and have full access to their clan's connections and power. In the context of Trigunia's state gangs these rackets can also include taxation rights.

The next rung is the Captains. These command seventy or eighty soldiers, and their patch usually extends over an entire small town, or an area of a city. A Captain is appointed by his Oligarch and reports to him or the Lieutenant. A captain gives a percentage of his (and his underlings) earnings to the Oligarch and is also responsible for any tasks assigned, including murder.

Then we have the Oligarchs, and their seconds the Lieutenants . An Oligarch will usually run an entire city and the surrounding countryside, often with little interference from above. These men are also known as the "Barons" or "Bosses", and are appointed directly by the Chief Oligarch himself (rather than the regional Great Oligarchs). Oligarchs have legal authority to adjudicate in all legal cases in their patches, though much of this legal work is often left to the Lieutenants. An Oligarch has the legal authority to sanction the murder of an entire family, or twenty (whichever is smaller)

The Great Oligarchs are the next rung (also known as "Earls" or "Great Bosses"). These are in direct control of an entire County (Grafstvo), in theory with unlimited power though in practice they often delegate powers to the Oligarchs. Though national law is made by the Duma, in practice the Oligarchs decide what laws are implemented and what are not. This authority comes directly from the Chief Oligarch, who effectively decides what is legal in Trigunia. A Great Oligarch can have an entire village razed to the ground in one judgement, or 200 people (whichever is smaller).

The Chief Oligarch is the most powerful figure in the Trigunian system and controls the entire judical, legislative and executive process. Though in practice he does not have the ability to intervene in every affair, as it would simply take too much time. Nonetheless policy is laid down by the Chief Oligarch and all under follow his guidelines. The Chief Oligarch has unlimited powers of murder, and can have an entire country destroyed if he feels there is a need.
