Message"The President of the Tukarese Democratic Movement Party duid not even give me time to properly present this bill to this venerable chamber, When I first became a parliamentarian, albeit briefly, in 3354, there was a deputy speaker who frequently chaired our sittings, and when such a situation occured, he ... well, never mind, that's probably immaterial now.

We certainly respect the TDMP's position that they regard education as a matter of great importance, but giving responsibility for this to local government does not accord it any lower priority, rather the reverse. When I myself was a secondary school pupil, my school's prtincipal was instructed by the national Ministry of Education to ... but I am digressing again. What I meant to say was that local governments know better how to advance the eductional opportunities of the pupils in their areas, and that the will certainly develop methods of inter-regional cooperation."

However we can't leave up all the responsibilities to local governments, specially on the most relevant matters such as Education. Let us remind you that there's still a federal government who must have its powers preserved in some issues in order to keep the State."
