In order to ensure the position of President doesn't become to powerful, having a Prime Minister will certainly "check" that positions power. Furthermore, we would be in favor of having a weak Prime Minister as the HoG.

(OOC: Basically it'd be similar to the role of the Prime Minister in France.)
