Hutori has for some time now pursued a liberal immigration policy regarding refugees. The decision to implement these policies were made at a time when the nation had a more or less abundant amount of financial resources, and we would argue that it was sympathetic and indeed well justified to implement them at the time. Since then however, we have recieved a large amount of refugees, and we feel it would be wise to intergrate them porperly before admitting more refugees. This is why we propose a stricter policy in this field, whilst still providing the fincancial support that they both need and deserve.

This is not an act of egocentricism, but rather an act which will allow us to better help our already admitted refugees.
