Summary: Art 1. Criminals, despite what have they done, are still citzens and therefore they cannot be restricted from their most basic democractic right that is the right to vote; Art. 2. We understand local governments must have the freedom to choose whether to adopt death penalty or not, according to the reality their people are living in. Art. 3. There is no point the Government to spend money on who can pay for their legal representation. Let us focus on who actually needs the benefit of free legal aid.
