MessageOf course the owners are to blame. They shall be fined due to any damages they caused. If the owner is killed by his/her pet, the pet will be placed into a zoos, wildlife, etc. If the animal kills anyone else other then the owner, the owner must hand the pet over to the government and the government may place them into zoos, wildlife, etc. However, the owner will be charged for man slaughter and may face jail time.

That is what we propose.
