Under directive of the Secretary of State for Colonies, James Vipond the Colonies of the Holy Luthori Empire are to be re-organized under the following structure.

Article I - Governance of the Imperial Colonies
Section I - Colonies of the Empire are to be loyal to His Majesty, the Holy Luthori Emperor at all times and serve the Emperor and his Empire in the best possible ways.
Section II - The Department of Colonies, headed by the Secretary of State for Colonies shall be responsible to the Emperor and the Emperor alone. The Secretary of State for Colonies is appointed by His Majesty and serves as a member of His Majesty's Privy Council. The Secretary of State for Colonies may be removed at the behest of the Emperor or rules set down to govern the Privy Council.
Section III - Colonies are to governed by an Imperial Viceroy, who is appointed by His Majesty himself and shall serve as a member of His Majesty's Privy Council. The Imperial Viceroy shall act as the de facto head of state and head of government in the name of His Majesty. The Imperial Viceroy may be removed at the behest of the Emperor or rules set down to govern the Privy Council.
Section IV - Each colony shall have a popular elected local head of government who heads a colonial legislature. The title of the head of government shall be determined by the colonial legislature. The local head of government must be approved by the Imperial Viceroy and can be removed at anytime by the Imperial Viceroy if deemed unfit for service.
Section V - The colonial legislature is to be a proportional elected legislature which is be elected at the same time as mainland elections. The colonial legislature is to be headed by the local head of government. The Imperial Viceroy can dismiss the colonial legislature at anytime if they are deemed unfit or disloyal to His Majesty. The Imperial Viceroy has the right to propose, pass and veto any legislation which is brought forward at anytime.
