The Beluz Union is ruled by an elected coalition of aristocratic families. The legislature is its ruling oligarchy, and the head of the oligarchy is the nation's de jure monarch, however he is only a symbol of unity, and his power is strictly limited. A civlian government is appointed by the federal council to exercise daily administrative duties based on legislation by the federal council. Instead of political parties, noble families will compete for power. Noble families are granted estates by referendum during each election. There will be 99 estates, spread across the union. A seat is made for each estate. Any family is allowed to join the political scene, once it accepts the responsibilities and duties associated with aristocracy. Aristocrats must project their culture and represent their people as they would want themselves to be represented. Each family should serve as a model, to uphold values that it wishes other families to emulate. The most popular noble family, in each parish, is entitled to loyalist paramilitary troops. These troops serve their direct interests outside of Beluzia's law. The most popular noble family, in each parish, is allowed to claim mandate over its laws, if the central government has not set a policy. -- There are 2 titles of leadership: High Count: The head of the federal council A Silver-status High Count is obligated to stand in elections, but a Gold-status High Count may refuse elections until he dies, or until the federal council demotes him to Silver-status again. Count-General: An independent non-sovereign monarch who leads a County and holds its throne. Aristocrat: A noble who doesn't hold a throne, but may still hold a significant title, or significant power. Civilian: Civilian government officials are appointed to the cabinet by the monarch, on advice of other members of the federal council. The collective power of the federal council will always be able to override the monarch, therefore Beluzia is to be recognised as an oligarchist state, and not a monarchist one. |
