This proposals support federalism,equality but also unity. 1) Most actions are left to local governments. - Housing,Cars,Industry,Energy System are owned by the local government - There is a public healthcare system ( like in Bailon) in every state. (Membership is compulsory) - There is a labour union in every state. Membership is compulsory for workers in the industry. - Anything else is left to the local governments ( Education,Military,Local funding) - The main government tasks are that they should prevent the states from beeing too different;help the local governments;discuss the topics concerning the whole country;to give funding on Science and Social Programms |

Message | I don't get what you try to say,the first paragraph is about what the local government need to do and what they can do. The last paragraph is about the People's Assembly (main government = government of the nation). The part with "like Bailon" was just an example. |
