Brief explanation of the names:

The Wuzurg-Framādār was the name of a state official during the Sassanid Dynasty, roughly equivalent to a Prime Minister. The name means something like "Great Lord". It is often translated as Grand Vizier.

The Sardar was an official title often used in Iran and South Asia, literally meaning "Holder of Authority". Initially used as a title of nobility and for leaders of tribes, it was later applied for Heads of State and military officials, thus roughly equivalent to an Emir.

Shahr actually means "town" in modern Persian, but it is etymologically connected to the word "satrap", and it does derive from the Old Persian word meaning "realm" or "province".
