BE IT ENACTED by His Imperial and Most Illustrous Luthoran Majesty, Klaus Gustav VI, Emperor of Hulstria, etc. etc. and His Imperial Majesty, Okatori Kurosawa, Mikado of Gao-Soto, with the advice and consent of the Provisional National Diet, assembled at Miyako in the Year 3416, and by the authority of the same, as follows:

1) The United Imperial Crownlands of Hulstria and Gao-Soto shall be one sovereign state, inseparable and indivisible. The Emperor of Hulstria and the Mikado of Gao-Soto shall jointly exercise the office of ceremonial head of the state, represented by an elected Governor-General.
2) The governments and sovereignty of the Empires shall be abolished and replaced with ceremonial Imperial Courts, with all their functions falling either to the Crownlands or to the National level; sovereignty shall be placed in the national level, exercised by the Imperial Diet and Their Imperial Majesties' Government, and symbolised by Their Imperial Majesties in equal measure.
3) The Governor-General shall be the representative of both Emperors jointly and shall swear an oath to both Emperors at once.
4) At their coronations, the Emperors of Hulstria and Gao-Soto shall, in addition to oaths of office and oaths to the state religions, swear an oath to the unity of the United Imperial Crownlands, and they shall swear to exercise their monarchical power in the interests of both the Hulstrian and Gao-Showan peoples.
5) In the Crownlands, the Emperor of the respective Empire shall be the symbolic head of the executive, and shall be represented by a Crown Commissioner.
6) The Imperial Courts consist of nobles, one half appointed or created by the Emperors according to law for extraordinary service or seniority in noble circles, the other half appointed by the Emperor on the advice of the Governments of the Crownlands. They shall, with the other Imperial Court, form a house of sober second thought in addition to their ceremonial functions, which shall be able to raise objections about bills presently before the Imperial Diet if they contravene the constitution, the conventions of government and the culture of the Empires. Such an objection can delay the entry into force of legislation at least a year, but can always be defeated by a majority of the Imperial Diet.
7) In all functions national and colonial, both Emperors shall be the symbolic head of the state in equal measure, and all oaths of national officials shall be to both of them, as determined by law.
8) The Emperors may, upon the advice of the Governor-General, Staatsminister or Chief Minister of a Crownland, resolution of the Imperial Diet, create nobles for extraordinary services to Hulstria and Gao-Soto.
