This bill is an OOC attempt to bring my government responsibilities position back to the big side. I normally wouldn't propose all that I've included here, but I've been small-government leaning for about two weeks now, and it's kind of embarrassing, my party being Totalitarian and all.

MessageOOC: Yeah, I'm usually at moderate big government, but occasionally it just moves to small government leaning for no apparent reason. I have a suspicion it's caused by larger bills with many unrelated proposals, but I can't be certain.
