Description[?]:

A bill to discuss how we are to rebuild Dolgava.

My suggestions so far: the government shall be renamed as the Great Council or maybe Council of Lords, presided by the Council of Four, with one representative from each of the 4 current parties. The Great Sobor willact as the legislative, being formed of representatives from the subnational feudal estates.

In the Great Sobor, the "regions" and "cities" will have three votes each, thus having a 75-member feudal legislative.

Dolgava will be divided into two kinds of "States" or "Estates": Confederate Estates (i.e. the 5 regions), enjoying immediacy (not subordinated to any other entity but the Great Sobor and the Great Council), and the lesser Estates (i.e. the 20 cities), subordinated to one of the 5 Confederate Estates. The Confederate estates, each ruled by one of the four parties + the Church, will have the right to collect taxes, mint their own coins, wage war, etc.

All four parties will have authority over the entire territory of Dolgava, with different tasks. The Manoush will act as middlemen between the government and the people, and will be in charge of the economy. The Order will oversee the Inquisition and form part of the military. The Privateers will be in charge of the navy and will manage the Luthori-dominated Kerisian Trade League, in charge of all trade (including slave trade). The Forest Militia will form another part of the military and will be in charge of internal security. All four parties will have cultural autonomy.

The overall structure of the new state is be mostly inspired from the Livonian Confederation, and the social structure is be based on serfs and slaves ruled by a feudal nobility, itself divided into three estates: Oratores (Order of St. Parnum), Bellatores (Privateers and Forest Militia), and Laboratores (Manoush).

The official languages will be Old Tokundian (Old Church Slavonic), Manoush (Romani), Luthori (English), and Hulstrian (German), with Dolgavan as a tolerated language. The Terran Patriarchal Church will be the mandatory religion for all native Dolgavans, while the nobles will be allowed a certain degree of religious freedom. The Inquisition will be allowed free reign throughout Dolgava, except for the areas controlled by Captain Socialist.

MessageSo, have I got this right: My tribes will be allowed to keep their pagan religion (or I can try creating some wacky syncretism), but my serfs will be forced to be christian?

On the HoS name, surely we can include four people in there if we keep their titles somewhat short? I've seen some really long titles in particracy.

MessageYes, that part you got right. Syncretism should be easy to implement, considering that the Terran Patriarchal Church itself is a syncretism between Slavic mythology and Catholicism. We could have an agreement between the Church and the tribes, allowing them to maintain their own gods as long as they recognize them as being essentially the same as the TPC gods, only with different names, while also recognizing that Boh (God) is the supreme divinity.

Yes, HoS titles can be arbitrarily long, but candidate names can't. So the suggested system of having "Council of Four" as HoS title and four different people as a unique candidate endorsed by all parties is not feasible. We have to do it the traditional way, by incorporating all four characters into the HoS title.
