Message | Mr Speaker, The income tax proposals I have brought to Parliament today are a sensible set of reforms to our tax system. Firstly, this is a tax cutting Budget. The majority of Rutanians will see a fall in their tax as a result of these changes. The tax-free allowance has risen, and there is no increase in the highest rate of tax. Secondly, these reforms radically simplify the income system. The system reduces the number of tax brackets from 9 rates to just 4, all of which start at round figures and have a round marginal rate. Thirdly, the reforms are broadly revenue neutral, meaning that Rutania will continue to run a budget surplus after these reforms. In conclusion, Mr Speaker, these reforms make our tax system fairer and simpler, and will safeguard the Rutanian economy for years to come. I hope all others will join me in supporting it.
