An Act to ensure that banks have sufficient liquid assets to cover their liabilities

Be it enacted by His Imperial and Most Illustrous Majesty, Kaiser Franz Leopold of Hulstria, and His Imperial and Heavenly Majesty, Mikado Okatori Kanjiro of Gao-Soto, by and with the advice and consent of the Imperial Courts of Hulstria and Gao-Soto and the Imperial Diet, in Parliament assembled, and by the authority of the same, as follows:

1)
a) No bank shall have less than 15% of its assets held as liquid assets available for immediate use.
b) Banks shall be exempt from this provision at the discretion of the Minister for Finance.

MessageMr. Speaker, we can see from the recent financial crisis that banks cannot be allowed to lend away too many of their assets, lest they have insufficient liquid assets to cover their liabilities, leading to bank runs and economic instability. I therefore commend this bill to the House.
