MessageOOC: Hmm it surprises me there is no proposal for that in the game.

IC: Yes, a Governate would be headed by a Governor or Muhafiz. This person will be elected directly by the people of each Governate (OOC: The Party that is the largest in the region according to the elections will provide the Governor). In extreme cases the Ri'ys has the power to ignore the popular vote and appoint a Governor by a State Decree.

The Governor does hold powers, although they are limited and yet to be determined.

MessageWhat kind of extreme cases? Abi'Nadi would likely have elected a Liberal governor at the last election. The Ri'ys should not be able to remove or overrule him except with just cause.

We are concerned with these steps to undermine the power of the central government. It is this kind of move which led to the sectioning of our nation into three. Can the government outline how it proposes to limit the potential for an emirate or governate undermining the decisions of central government or even becoming independent?

MessageWith extreme cases the Government means a situation when a Governor undermines the unity and stability of Kafuristan by means of seditious and/or subversive actions.

The State of Kafuristan, represented by the Ri'ys and the Council of Ministers, reserves the right to overrule any and all desicions made by local authorities, both on the level of the Emirates/Governates and the municipalities. Desicions made on national levels supersedes regional and local ones.

The Goverment of Kafuristan does not tolerate any actions made by persons or organizations, political or otherwise, that would undermine the unity and stability of the State. In cases of sedetion, the Government will undertake any steps it deems necessary to ensure the territorial intergrity of Kafuristan, including the use of force.
