Bill: Progressive Taxation

Details

Submitted by[?]: Solentian Socialist Party

Status[?]: passed

Votes: This bill proposes to change income taxes. It requires more than half of the legislature to vote yes. This bill will pass as soon as the required yes votes are in, or will be defeated if unsufficient votes are reached on the deadline.

Voting deadline: March 2157

Description[?]:

The Solentian Socialist Party propose to adjust the government's income tax policy to better address the economic situation of the Solentian Republic. This proposal shifts the tax burden away from ordinary working people and towards the rich - it is a thoroughly progressive and fair tax, which will also be much more efficient as well. Our current earnings from direct taxation are 410,739,170,430 SOL. By removing the burden placed on those of low income, and adding new graduated taxes at higher income brackets, this section of our budget will increase to 485,694,000,000 SOL - a rise of some 75,000,000,000 SOL.

If this bill is approved by Parliament, the SSP will immediately propose the spending plans we agreed to under the previous cabinet. We also added a new top rate, that hadn't bee discussed, although we feel that a moderate ten point increase wasn't too controversial and so included it in the bill. MessageAs we've said before, your dogma would have us reducing taxes to the absolute bare minimum, and pleading with the business community to bail us out. If the private sector fails our people, if this doomsday scenario your yous that that has rich people fleeing the country ever happans, then the government (in the form of the public sector) - and those ordinary, patriotic Solentians who DO value this country - will step up and fill the vacuum.

If a business outsources its workforce, then we shall take it over, or encourage new domestic businesses. If investors stay away because this government cares about working people, then it shall be this government that invests and constructs and plans - with the proceeds of these new taxes. The SSP won't pander to your elitist social interests, and we won't let this country be held hostage by a super-rich minority.

MessageWe will say that 60% seems a bit...harsh. We don't like the idea of more than half of anyone's salary being taken by the government. If the taxes on the higher end were slightly lower, we would support this.

MessageBut it's only the portion of their income above 120,000 SOL that would be taxed at 60%...

For instance if someone was earning 26,000 SOL, they would pay:
- nothing on the first 2,000 SOL.
- 5% on the next 4,000 SOL
- 10% on the next 4,000 SOL
- 20% on the next 15,000 SOL
- 30% on the remaining 1,000 SOL

It's a progressive, graduated tax - it doesn't mean that 60% of their entire income would be taken. :-)

Messagewe are still of the view that anyone earning over a certain figure say 200,000 should be taxed at 80,90 or even close to 100%... however we will support this proposal in the meantime

MessageAs an experiment, the SSP tried out various brackets - by taxing anything above 150,000 SOL, tax proceeds from that income bracket droped to zero. We feel this is a good sign, it means that no one earns that much (we assume). This is a sign that our welfare-orientated, redistributive policies are woring.

However, we can always discuss modifications to the budget after it has been approved (the SSP just wants to get SOMETHING through so we can allocate spending more appropriately) - as can the 60% rate, if the SIP still has concerns.
