In order to activity promote well being, and to ensure the health of the nationals of our Empire. Hereby enacts the following reforms:

1) 3473-3475
The foundations for the program will be established. This includes the restructuring of the bureaucracy of the Ministry of Health to enforce, regulate, and run the program once it is fully functional. In addition, it is the responsibility of the Ministry of Health to begin the outlining of how the new program will function.
The following Articles will take effect during this stage:
Articles II, V, VI

2) 3475-3477
During the second stage the first aspects of the program will be initiated and will require an increase in funding to carry out. In addition, the reformed Ministry of Health will begin to carry out the outline they proposed for the implementation of this program, and will open the program's first public clinics and hospitals by the final year of this stage.
The following Articles will take effect during this stage:
Articles I, IV
The following Article will be partially implemented during this stage:

3) 3477-3481
The program will be fully implemented and shall become fully functional by the end of the final year in the stage. Funding will be increased and Article V will be fully implemented.

Article 2 is an absolute deal breaker for the IAL. Article 3 goes to far to fast. The government already subsidies the cost of pharmaceutical drugs for the low income, does the government really need to pay for everyone's drugs? The costs of such a program would be outrageous and would require either massive deficits or tax increases of which we find both to be unacceptable.

I hope the amended legislation is more acceptable to the members. However, it is a must that we legalize contraception to keep health care costs down. It is also a must that we pay for the drugs of citizens that can not for the same reason. Contraception and drugs are cheaper than emergency room visits.

MessageI will back article three to what INA suggested. As for article one, these abortions would only be funded in the case of medical emergencies, IE mother's health or life is at serious risk. How can you oppose that? Religion must dictate that the mother must live.

f the current bill looks like a decent compromise to all members, I would like to move this to the floor. I would like to ask where the IAL is on this before I do so without further change? Also, to the members of both the LIP and the IAL, again the government funding for abortions in this bill is the most pro-life position this legislation could possibly take. These abortions being funded is necessary to ensure the life of the mother when serious complications ensure, and 9 times out of ten, whey these complications occur the child will die too.

How exactly will this be funded? Does the tax proposal outlined in the Tax Act of August 3471 seem acquit in covering all the coast associated with these reforms?

We also ask that the following be added as an article: The government introduces, and actively enforces, food standards provisions. (This will be implemented in the first stage.)

Finally, we ask that this outline be added to the Act as to how it will be implemented.
