Voting deadline: December 3478

Description[?]:

Be it enacted that the following powers of the King shall be delegated in the following manner:

Appointment of the Federal Chancellor
The Diet of the Dorvish Kingdom will be given the power to determine who is permitted to petition the King to be appointed Federal Chancellor. Once the Diet of the Dorvish Kingdom has, with a simple majority, approved an individual to become Federal Chancellor, the King will call upon the Federal Chancellor to appoint members to His Majestic Highness's Cabinet.

Appointment of His Majestic Highness's Cabinet
His Majestic Highness's Cabinet shall be appointed by the Federal Chancellor with approval of a simple majority of the Diet of the Dorvish Kingdom

Appointment of Non-Cabinet Positions
The Federal Chancellor shall appoint all non-Cabinet government officials with approval of a simple majority of the Diet of the Dorvish Kingdom.

Approval of Acts of the Diet
The King shall affix his Royal Seal to any Act of the Diet that gains a plurality of votes. Upon affixing his seal to the Act, said Act shall become binding national law. The King may only refuse to affix his seal if he feels an Act is unconstitutional in nature or infringes upon the rights or human rights of the citizens of the Dorvish Kingdom. If the King refuses to affix his seal, the Act in question must be presented to the Federal Constitutional Court to determine if the act is indeed unconstitutional or infringes upon the rights or human rights of the citizens of the Dorvish Kingdom. If the Federal Constitutional Court finds that the act is legal and valid, then the King must affix his seal to the Act.

Declarations of War
In the event that a declaration of war should be necessary, the Diet shall draft a resolution calling upon the King to declare war. This resolution must pass with at least a 2/3 majority. The resolution must then be approved by the Federal Chancellor, the Minister of Foreign Affairs, and the Minister of Defence. The resolution will then be presented to the King who, upon affixing his seal to the resolution, will make the official declaration of war.

Control of the Armed Forces of the Dorvish Kingdom
The King shall be retained as the de jure Supreme Commander-in-Chief of the Armed Forces of the Dorvish Kingdom. However, the Ministry of Defence, at the direction of the Federal Chancellor and the Minister of Defence, shall have power over the regular administration of the Armed Forces. In times of emergency, the Ministry of Defence, with the approval of 2/3 of the Diet of the Dorvish Kingdom, may call upon the King to directly exercise his role as Supreme Commander-in-Chief of the Armed Forces.

Pardons and Reprieves
Along with the King, the Minister of Justice shall be granted the power to issue pardons and reprieves.

Representation in Foreign Affairs
Along with the King, the Federal Chancellor and the Minister of Foreign Affairs will be granted the power to represent the Dorvish Kingdom in foreign affairs.

Negotiation of Treaties
The Federal Chancellor and the Minister of Foreign Affairs will be given the power to negotiate treaties in the name of the Dorvish Kingdom.

Random fact: In order for a Cabinet bill to pass, more than half of the legislature must vote for it and all of the parties included in the proposed Cabinet must support it. If your nation has a Head of State who is also the Head of Government, then the party controlling this character must also vote for the bill, since the Head of Government is also a member of the Cabinet. If any of these requirements are not met, the bill will not pass.
