This bill approved would allow the Government to effectively create a cooperative system between Private Industry and a GOC plan that would allow the Government to control certain area's of industry while leaving all other forms of industry to the Private Sector.

The ANP understands that to some this bill would appear to be an attempt for the Government to control the people and what they do in their private lives. However the ANP in understanding that thought and feeling would like to make it clear, that there would be safeguards put in place that would ensure that the GOC based companies would only be allowed in the sectors determined to be "vital" to the needs of the civilian population.

The Industries that would covered in the GOC Project would be:
- Power Production and Distribution
- Sewer Plant production, maintence and development
- Water Plant production, maintence and development
- Road contruction, maintence and development
- Forest Management and Development
- Military Goods Production and development

There is hope that at a later time that Healthcare Services can be added but currently we are satisfied with the current arrangements with the Healthcare System for the most part.

The Government can and will not support the ANP's proposal for the re-nationalisation of such essential services. We have pursued a rigorous programme of privatisation that has rationalised and stabilised our economy. We respect the importance of government investment in some areas of the economy, but we remain committed to the principle that competition is essential to a robust, healthy and innovative economic climate. We will not support the re-nationalisation of any industry.

MessageHonorable Speaker,

While we understand the concerns and fears of the Progress Party and its constituents over the idea of a partial integration certain services of the nations economy into the that of Government control, we would like to also state that we feel it is vital to our citizens to ensure certain services that are deemed as "vital" works and industry to the economy security and independence of the nation. To that end we feel investing does little to help and assist as it takes tax payers money and gives it to the wealthiest of people who already have the means to survive and away from those who it could truly benefit.

If the Government is allowed to cooperate with private industry we can ensure that those services are adequate and available to all citizens of the nation for lower costs. Money would be used to pay for maintaining these key facilities. I believe that in time we could see economic growth as people are able to afford to pursue other ventures instead of worrying over certain bills like Power and Water.

The Government exists to administer public affairs and public funds: it is not a business and should not act like such. The public sector is notoriously inefficient and difficult to manage. Publicly owned corporations are rarely able to compete on the same terms as private ones: they are less efficient, less innovative, less dynamic and less competitive. These are the things which drive economic innovation and growth and only the private sector can adequately provide them when it comes to industry.

We provide a bare minimum degree of regulation in our economy, aimed at ensuring fair and proper competition between corporations. And we are prepared to act as an investor of last resort: the Government will not let any industry essential to the wellbeing of the nation fail. That is all we can do. The State is just too inefficient and too wasteful to have the kind of relationship with the private sector the opposition desire.

The ANP's vision of a private-public partnership to this extent is a noble ideal, but it is just that: an ideal. It would never work in the real world.

Despite our disagreement on this proposal the Committee for Economic Reform within the ANP has called for the immidate vote on this bill if nothing else to establish our voting records with our voters. We hope that despite this we can still work together in the future.
